Usually prospective adoptive parents are applying to the child welfare authorities nearest to their place of residence. In Moscow service of guardianship and trusteeship is based on municipalities of intra-urban municipal entities in the districts (Central, NAD, SEAD, etc.). Operation of the guardianship and trusteeship service is regulated by the corresponding articles of the Family Code and Civil Code of the Russian Federation, as well as by a number of regulatory acts.
All cases on adoption are considered in court according to the established procedure of clerical work. Information about the decision on the adoption case is passed to the service of guardianship and trusteeship.
